Where is the delay setting on the Nexus 5 or does anyone know the network code to increase to the maximum of 30 seconds on Tmobile UK?

You can find your voicemail no by opening your dialer then
menu
call settings
call forwarding
voice call
the number should show under Forward when unanswered. Include the +
