Install a new language

I've just bought a Malaysian TSM 929 smartphone. A nice device, but unfortunately, the android system 4.2.2 doesn't offer the Dutch language for me to select. I have tried some apps (like More Locale), but none are really satisfying to me. I've read some information about installing a new ROM to make it fully work, but since I'm completely unfamiliar with this kind of installation procedures, I would really appreciate it if someone could tell me what exactly I have to do to install the Dutch language on my phone. I would like to have that language for the user interface and also as a spelling checker / word predictor when sending messages. Many thanks!

I did some searching on your device and the only thing I really found is that it looks like its a knock off of the Note 3. Unfortunately I cannot find a Root method for this particular device. Rooting would have to be done in order to install a New ROM which if there is no Root method then there probably isn't a ROM for the device.

I can't help you put the actual phone in Dutch, but I'd say that your command of the English language is good enough to get by with it in English for sure. You can, however, have your keyboard in Dutch, as there are several popular keyboards that support that. Here are a few links for the ones I use myself.

I would concur with @argedion, it's a knock-off Note 3. And there's not much demand for Dutch and other European languages in China and SE Asia, so they don't usually bother, except for English. Manufacturers and distributors of these things prefer to stay very anonymous, which often means no rooting method is known. You can try things like OneClick TowelRoot, Kingo or Frama, but there's no guarantee they're going to work and could well damage the phone's software irreparably and brick it.
