2. Command Syntax Etc.
3. If Support Document Available.

Thank you.

What operating system are you using, and what are you hoping to accomplish by installing the drivers?

FYI those all sounds like *NIX type stuff, and NOT Windows. That you might use on a Linux OS. .sh files are usually BASH scripts, with .tgz and .tar been file archives commonly used with *NIX type systems.

What exactly are you trying to do there? Are you trying build a custom ROM for your Pixel phone or something?

I am trying to resolve my phone issue of not reading the battery. and not charging.

That sounds like it could be a hardware fault with phone itself, and/or the battery itself is knackered. Repair or replacement required.

The file I downloaded from:
https://developers.google.com/android/drivers

Binaries Drivers with tgz Extension from
(Driver Binaries for Nexus and Pixel Devices)
Thought it to be a driver.
Thanks.

"This page contains binary hardware support files for Nexus and Pixel phones and other devices that are available for users of the Android Open-Source Project."

FYI I believe that's hardware drivers for building into custom ROMs, that devs use when making custom ROMs from AOSP for the Pixel phones. Which isn't what you need, unless you were planning on building a custom ROM for your 4XL.

I can't really help with the PC(Windows?) drivers you might need. As I've never had a Pixel phone, and I don't have a PC. Somebody else may know more.

Does the battery work correctly with the phone running stock software?
https://developers.google.com/android/images#coral

I'd verify that before trying to modify the firmware with different drivers (which you're not going to be able to do live, you'll have to build a customized firmware image and flash that).

Honestly your symptom sounds like a (physically) bad battery and/or charging circuitry rather than something which you could fix with software.

The phone is new, so I think the battery is good.

The Pixel 4XL hasn't been new for several years now - and hasn't been manufactured or sold officially since 2020. Even if it's new to you, it's not a new phone, and batteries love to fail when they're being stored long-term.

You need to load the default factory image to confirm. Once you start installing modified firmware all bets are off.
