installation of android sdk etc. OFFLINE

I'm on a machine that has not internet access.

I'm trying to install android + eclipse offline. in windows.
I downloaded:
- eclipse sdk
- adt plugin
- android sdk r12
- java sdk

when i tried to install android sdk "sdk and avd manager" appeared.
it tried to find packages/platforms like:
- Android SDK Platform-tools
- Documentation for Android SDK
- SDK Platform Android 3.2
- etc. etc.

Where can i find required files to download and then install offline?
I checked this:
http :// dl-ssl.google.com/android/repository/repository.xml
But it seems like the same files i downloaded as "android sdk r12"
