Installing apps from PC on my device

Hello,
I got a HTC EVO 3D, but I dont use it as a phone, cuz it doesnt have the SIM card slot and in my contry you cant use CDMA phones. anyways I formatted it, but now I cant install apps in it. before, I had a file explorer installed on my HTC and I installed the apps setups from that file explorer app. now its not installed anymore in my device, and I dont have even the Google play store installed either, so practically I have to install these apps from an outer source, being a PC in my case. I had some difficulties with some apps like that cuz the app in my pc didnt recognize the device connected to it. so the question: what program should I use in my pc to "inject" apps on my Android device?
 
I'm confused as to why you don't have Google Play? A factory reset of the device should include the Play Store...

If you don't want to use the RUU I assume you can still use the device with wifi?

You need to enable sideloading.

Go into your settings on the phone: settings>application>unknown sources
Check the box to allow installation of apps not from the play store.

I would suggest downloading the Play Store HERE. If you download it via wifi on the device, you should be able to click on it in your downloads to install.

Once you have the play store, you can download anything.


Depending on what update the phone is on, the RUU may not be an option. I would suggest trying it though.

And if it won't work, did you try the factory reset option in the settings?

I would try those options first, but it's up to you.
