actually i think there is an app to help manage that,
Made by curve fish or something? it's an app manager and lets you back up and manage apps to your SD card.

You can backup your apps to the sd card but currently cannot install them on it. Untill someone roots and makes a custom ROM for the Droid, you're going to have to settle with installing them on the phone memory.
