I just wanted to know that is it necessary to root your android before installing a custom ROM in it? Is it necessary to root in order to install Custom ROM?

Short answer: Generally, YES.

A custom ROM is s whole new operating system for the device. In order to replace the contents of the system partition, you must have root access to it. If you don't have root, any attempt to change the system partition will fail.

You will also want a custom recovery image like ClockworkMod or TWRP (if available for your device). These allow you to make backups of the entire phone's current state, as well as wipe partitions and rewrite the system partition.
