Installing duplicate apps on second phone

I have two moto Droid X2. I want to replicate free apps now on recently de-activated phone on activated phone. When I seek to do via WiFi and desk top computer, apps store says "already installed." Both phones are registered with Google e-mail account, and both get e-mail and contact updates. Is there way to get app store to allow me to install same app on two substantially identical phones?

If I transfer app to SD card, then use USB cable to copy app file to new phones SD card, how do I then "install" app on new phone?

Sorry if this post duplicates prior post, but prior post attempt appears to have failed.

Start Play Store on the new phone and install the apps that you want.

You can even purchased apps install on the new phone. They can installed on all phones with same Google account :)
