Help Insufficient storage available, but I have 1 GB of storage

I have 1 GB of storage on my phone, but whenever I try to download some apps it shows the "Insufficient storage available" error. I can download apps that are as big as 150 mb but sometimes even apps less than 1 mb don't download. I've tried using Lucky Patcher but when I try to install it it tells me there isnt enough space and I should try clearing it up. I've also tried clearing the cache of all my apps and clearing google play's data. My phone is rooted by the way.
 
I'm not sure what others with the same issue have done since this never happend to me with this phone, but it did happen with an LG Optimus I owned. I downloaded an app called MarketFix, I'm not sure what it did but it resolved the problem causing that same error message. I'm sure there are other solutions if you search through the general Android forums.
 
I have a similar problem. I have a Metro PCS LGMS769 phone running version 4.1.

I recently rooted the phone with the VROOT program (which has become suspect by many because of Chinese connection). I have since uninstalled VROOT, My problem is that my "Contacts Storage" (not Contacts...Contacts Storage) jumps inexplicably from 113MB to over 700MB. I only have about 15 actual contacts using 16kb. I don't know what Contacts Storage is or does and don't know why it jumps in size so high. I've run anti-virus software and there are no infections. If anyone has insight I'd appreciate a reply.
