Insufficient storage available samsung note 2

Samsung note 2 16 gb. I put in a new sandisk 64 gb sd card, but my phone does not recognize it. Carrier is ATT. I have bought 3 64gb sd cards in the last month. None of them seem to work. What do I need to do to get this to work? I would like step by step instructions if possible. Thank you.

Forgive me if this is too simplistic but did you format the sd card?
