Insurance policy on Verizon

I sold my old RAZR HD to a friend last year. She just cracked her screen recently and was not insured because VZW told her that unless she had bought it from them herself, she couldn't start an insurance policy except during open enrollment once per year. Is this true? If so, it's such a "screw the customer" policy that I can't believe I hadn't heard of it.
 
If I recall, they actually get their replacements through asurion correct?

If that's the case, this is actually true. When I needed to have my g2 through sprint repaired/replaced, their insurance replacements are through asurion as well. If you don't enroll within the first 30 days of purchasing the device, you must wait around another year from the purchase date before your eligible to enroll again.

I had a long talk with asurion about this and low and behold they couldn't enroll me because I waited after 30 days.
 
They wouldn't even let her transfer her insurance from her Droid Charge. I've been transferring insurance ever since my Env2 in December 2008.
