Help Intercept will no longer connect to my Windows 7 PC

I've always been able to connect my Intercept to my PC to transfer photos and videos over, but ever since I did a factory reset the other day, I am no longer able to connect.

When I plug in the USB cable, I get the prompt on my phone to turn on USB storage, but after I press the screen, nothing happens, and my phone is not listed on my PC.

The phone does charge, however, so it must be making some sort of connection.

Any ideas on how I can fix this?

I also tried connecting it using bluetooth, but when I do, I can only transfer files from my PC to my phone. I cannot transfer files from my phone to my PC.
 
I have a similar problem, it never shows the setting for enabling USB Storage. And debug is off. Windows 7 Home Premium
