Intermittent problem with GPS

Sometimes when I am programming a task with Tasker where I want to turn on or off the GPS I get a message saying it cannot be done with phones using Android 2.3+. I'm using JB 4.1.1 now and sometimes Tasker allows me to program a task turning GPS on/off and other times it does not. No rhyme or reason to it. Anyone else see this problem and have a fix or work around?

are you rooted? do u have secure settings installed? you would need it plus the helper installed(requires root) to get it to work better.

I am not rooted. The message Tasker flags says to root to get this option to work, but I don't understand why it works sometimes but not other times.
