Help Internal SD card is only 256MB

I have a Samsung Galaxy S I9000M. When I look at the storage I see that the external SD is not available (do not have an SD card there) but the Internal SD cards shows a total of 232MB. I'm assuming is 256MB, but I was told this was supposed to be 16GB. Is there a way to get back the remaining memory?

If you have a look at your memory using Kies it should show what you have, mine shows 4.26Gb used from 13.43Gb. There is a button that will take you to have a look in Explorer.
