Root [International] cell/mobile network is not working after i upgraded to 4.3?

i have a samsung galaxy note 2 gt-n7100 which was on 4.2.1 i downloaded the update "EUi have a samsung galaxy note 2 gt-n7100 which was on 4.2.1 i downloaded the update "EUR-N7100XXUEMK9-20131218105221" and installed it successfully via 'mobile odin' and i am now on 4.3 BUT i have no cell/mobile network access?

i've tried flashing different kernels and modems via recovery menu but that just makes it so i can't toggle wifi on.. what is the fix and/or the right kernel/modem to be on?

note to mods: please don't move this topic into the 'general discussion about upgrading to 4.3' thread as this is *NOT* about upgrading it's about a specific problem related to the kernal and modem i'm using thank you
 
What carrier are you on, since this is a root topic, this need to me moved to your carrier device, I am going to move it to the international section, if your phone is not let me know what carrier you are on, cheers
 
Sounds like a corrupt EFS partition. Have you checked your IMEI number in settings >general . about device > status - the entry under IMEI should correspond to the one on your original box or under the battery housing. If it doesn't and has lots of zeros then I'm afraid you have a real problem unless you made a EFS backup prior to flashing 4.3. Usually custom recoveries like Philz offer to backup the EFS together with a Nandroid, but unless you choose that option it is not being done.

says unknown imei and no i have no EFS backup

also how do i fix this? all i did was update from 4.2.1 to 4.3 how can this messup my phone so badly? :/
