Root [International] HTC one M7 "Unfortunately Setup Wizard has stopped working"

I bought a HTC one M7 from 3 mobile in UK. I have unlocked from the same company. I moved to India now. Few software are not working like message and gallery and all, so I factory reset the mobile. When it restarted it showing a error message as “Unfortunately setup wizard has stopped working” endless. I stuck in that pop message. I checked with the HTC service center also. They did root format also. But this issue is not solved.

So left the phone alone.

Help me to overcome this issue.
 
What do you mean by "They did root format also"? The wording is unclear, but it sounds potentially significant, so it would be good to know what this is.

Have you or anyone else made any software modifications (e.g. rooting, changes to system apps)? Just want to know the device history in case there are any clues there.

HTC Service Center has did the root formatting too.but No use of it.

so try in this way once http://htconeroot.com/htc-one-root/how-to-root-htc-one-windowsmaclinux/

No one did anything like rooting, changes to system apps before this problem arise.
