I agree with you but would like to add to what u already mentioned.
the reason there is 59.some gb is because it has 64000 Mb and that is because our systems classify 1 Mb as 1024kb, while the hardware manufacturers consider 1000KB as 1 Mb. So if you divide 64000 MB by 1024 the result will be the same as what the phone or pc is showing it to be now.
this applies to all kind of storage media like hard disk drives, pen drives, dvds etc.
