Root [International] Wifi major problem

Wifi keep saying this and never turns on and phone restart if anyone have solution for this I have android 4.1.2

sometimes it restarts and sometimes it works then it turns off by itself i reset to factory settings , downloaded new stock firmware and the problem persists :S
