Internet access via laptop

I want to be able to use my laptop to access the internet.
I do not have wifi.
Can I connect my smartphone to my laptop and access the internet that way?

What you are talking about is tethering. That can be accomplished either by wifi or a usb cable. You don't list which phone you have but most Android phones running 2.2 or higher have built in tethering, although most carriers (in the U.S.) require an additional data plan to enable it. Let us know which phone and carrier you use to be able to help you better.
