Help ip change

any ideas on if its possible to stop this phone from changing IP? gets annoying and some sites won't allow me to use them cause the phone changes IP address every few secs it seems.

going to "whatsmyip.org" will give u the ip but when u refresh the IP changes. this happens repeatedly when u refresh. very annoying.

OK I finally found out. its not possible, seems all cell carriers use dhcp

That's right it is not possible as it keeps on fluctuating.
