Ip webcam trouble

Hello,
I am trying to set up IP Webcam on a Samsung Galaxy Mini.
When i start server, i get a URL link, but when I try to open the link in another tablet or pc, i get a message that the page cannot be opened.

When I set up IP Webcam on my google nexus tablet, and view the link on another computer, everything works fine.

So i guess it has something to do with the (older) Samsung Mini cellphone!??
Any idea or advise?

Update: I now tried it on my daughters Samsung Galaxy Mini and on that one (which hardware is identical to the other from my wife) it DOES work. So what can cause this?
