I have the ip webcam app made by pas and it is not working. When i try it on 3g and try to view it in the browser it says webpage not available, and when i do it on wi-fi i can access it in my browser but other people try to see it they get a webpage not available screen. I have the original moto droid and if someone can help me that would be great.

I would suggest to see if we can reproduce your problem:
connect your phone to a charger, or over USB cable to a laptop or PC, to save your battery. Do not 'activate USB storage'! Make sure you're on a solid WiFi connection! Start up IP webcam. Set up your phone's camera to shoot a permanently moving scene. With sound. Like a running machine, a bird cage, or an urban traffic intersection outside your window (in daylight). Copy the URL that IP webcam provides, and paste/post it here with a message that you'll leave it running for, say, an hour and would people please see if they can get your stream and report back here about it.

Your carrier is using NAT routing or they're blocking unsolicited incoming packets to your phone. Probably nothing you can do about it, except maybe change carrier to one who doesn't do this.

IP Webcam is working with Wi-Fi using your own home network viewing it with your own network. To get other people outside of your own network to see IP Webcam using your home internet Wi-Fi, you'll have to enable port forwarding on the router to the phone's IP address. As your own NAT router also just drops unsolicited incoming packets.

When NAT routing is in use, IP webcam will be show an IP address beginning with 192.168.x.x or 10.0.x.x. These are not directly addressable from outside of your own network. Which is why you have to do port forwarding.
