Is Android version to work entirely on the phone?

Download the file manager called Astro. It allows you to move files around your sd card. There are also lots of ringtone apps that place it correctly for you, such as mabilo ringtones.

I am able to create the media file in SD card but it is not listed in ringtonse.
can you please tell me what i need to do so that it automatically get listed in ring tones list.

Try the application named Ringdroid

It should find your audio file from the SD card and help you set it as a ringtone.

Possibly you may need to refresh the SD card. There is an app on the market called SDRescan that should do this for you.

But, first try turning your phone off and on again, and see if the ringtones are available to select after this. This would point to using the SDRescan app as a fix.
