Is app launch lag normal on jellybean?

I've been experience a lag of 3-5 sec when freshly launching most apps. Google Now takes 10 sec to launch at times. Is this a normal thing for Jellybean to do?
 
Its dependent on how much you used your phone and if you are newly updated. Android becomes fast by preloading the apps you use the most. If you are newly updated, Android still doesn't preload most apps and thus is slow in loading.
 
My experience is that JellyBean runs much smoother and apps load faster compared to ICS. I see this on my phone as well as on my tablet (both rooted).

You are not running any task killers I hope?
