Is Google TV a full fledged customizable Android system?

Meaning are there limitations on what apps you can download/install, what type of media files can play or transfer or what websites you can visit or anything else?

I want a full fledged and customizable Android OS on my TV (that operates in a similar manner to my smartphone and tablet), would the upcoming Pocket TV be a better choice or can I buy a Google TV?

* You cant mess with the innards of the OS
* Only GoogleTV apps are available (Android apps are not available).
* There are no limits of what you can browse via the web.
* The GUI is designed for use with a remote.
* Media support is defined by the OS (not all GTV's are equal) & typically limited to DLNA, third party players like GTVBox are better players and and play media from SMB shares.

So if you want to mess with the innards of the OS and want all Android apps your better off going with an Android TV device, particularly one that can run XBMC for media which means an Amlogic chipset based device like the Pivos XIOS DS, I've no idea what the PocketTV runs.
