Do I need a Google wallet account to start publishing my app? If so, how exactly is it used for the publishing process?

Depending on your location you can publish free and/or paid apps.

so the country i'm from supports both developer and merchant registration, and my location supports google wallet merchants, does that mean i need or don't need a google wallet for developing an app?

You pay for the developer account via Google Wallet, you get payed trough Google Wallet, so you do need it.
