Is It possible to Create Audio Converter for Android?

hello mam and sir, am badly needing your help..
I am a Computer Science Student here in Philippines.

i just want to know your opinions if its possible to create an audio converter for ANDROID.

It's our final project's topic for this semester. I am running Android 2.2. Samsung Galaxy 5 I5500.

There are several file conversion apps out there. I knows so run by uploading the file to a website then sending it back to the phone but I think others are stand alone apps so I would think someone should be able to make a audio converter.
