Is it possible to get an emulator without a pc?

Ok first of all juat to get things straight at the moment I don't have a computer / access to one for some time and i really need to get some games on my phonw such as gba ones. Since I don't have a pc is thew anyway for me to get an emulator and to download the Roms for it?

As much as that site is useful for a person with a pc that they can use, i will say once again that i do not have a pc at hand.
 
You don't need a pc. You can download straight from thier site to your phone, then install from sd card. The only way you would need a pc to use that site, is if you have a locked AT&T phone that will not let you install unknown sources.

AT&T changed their policy on sideloading. They permit it, now. :)

Yes, but the phones that were sold with it locked, and have not recieved an update to unlock the feature would still be locked. Not sure which ones fall into this category, but I got the impression that this was the case.
