Is it possible to play emulators with the ROMs on a cloud?

If you use Dropbox I don't imagine it would be an issue. Correct me if I'm wrong, but I'm quite sure you generally have to access the ROM from your SD card, which you could do with Dropbox since it provides you with the folder that acts as the mediator between you and the cloud.

But that is just my theory. I haven't tested that. Don't hold me to it.

EDIT: I didn't see that you had said Google Cloud (Drive?). Sorry. I don't quite know how they work.
 
I don't think so. The emulators AFAIK need to mount the entire file to play the game. If you put it in the cloud, it would stream the data to you in increments, or you wait for the emulator to download the entire thing before it starts.
