If the phone comes with Cyanogenmod, is it rooted?

And what kind of recovery does it have if anyone knows?

From what I've seen the OnePlus One will not come rooted because a phone cannot be rooted by default and comply with certifications from Google to run Google apps.

It will likely be easy to root though.

It does not come rooted and if you still have doubts go to google play store and search "root checker" and install and launch the app to see wether you phone is rooted or not.And keep one thing in mind that it is not necessary that a phone will be already rooted if it comes with cyaogenmod.
