Is it wrong....

Is it wrong to open another line on your family plan to get a phone you want at the subsidized price? And just use the new number as a dummy line?
 
Why would it be wrong? AT&T is offering certain goods / services for sale. You are purchasing what they offer. Seller just sold something. Buyer just bought something and wasn't coerced or misled into it.

Who was harmed?
 
You are still paying for the new line. You are probably going to have to pay for a data or messaging plan for the phone you want.

Does it make sense? IF so, do it. AT&T would not care.

Even if you manage to remove the data plan from the new line, its still $10 per additional line

multiply that by 24 = $240. Lets say youre getting the atrix. So its $240 + 200 for the phone = 440. For most people, you can buy the atrix off contract for $400

and you didn't add the minimum data line charge of $15/month which is another $360 (bringing your total to about $800). Assuming you already have a dataplan that you can't drop.

You are probably better off to just do the early upgrade. More upfront money, but cheaper in the long run.
