Help Is my bootloader unlocked? How do I install AOKP from here?

I recently sent my Galaxy Nexus away for repair after some issues with the screen. Since I've had it back, when turning the device on an open padlock symbol displays below the Google logo before the boot graphics. I believe this means the bootloader is unlocked, is that correct? How do I root and install from here? Is there a way to check whether the device is already rooted? I'm using OSX if that makes a difference.
 
once you figure out if you are rooted or not, you need to install Clockwork Mod recovery.
easiest way to do that is to just install it from "ROM Manager" in the play store.
once CWM is installed, just download the latest AOKP for your specific phone, the latest Gapps, verify the MD5 checksum (ES file explorer has this option if you Longpress the file, and go to properties)
backup your apps and data with something like my backup or titanium backup Pro (i use TiBackup)
once you have that all checked out.
use ROM manager to boot into CWM
go to backup/restore
choose backup
let it run...this creates your backup that can be flashed any time you need to get out of a pickle
once finished, wipe data, wipe cache
install .zip from Sd card
choose .zip
find your zip
choose yes
then choose zip again
flash Gapps
once all has finished
"go back"
reboot system

once booted, i usually skip sign in, and go to the market and sign in there, download titanium and restore my apps from there.
