Is Outlook.com down?

I'm having trouble receiving/sending emails through outlook/hotmail right now...I've tried my PC with Chrome and IE...and my phone app isn't updating...yet the website says the everything is good...is this specific to me or is anyone else having problems?

Might be specific to you. I can access it just fine

The Outlook website is loading OK, I don't have an Outlook account so can't test it, can't say any more that. OK.

Yeah...my page loads...but when I login in, I get an error message. Then on a refresh it loads my inbox, but it isn't updated. And when I try to delete emails, I get an error message again. It's very odd. This is why I use gmail as my primary and outlook for my junk...
