Is Tecno T9 an Android? Please help!!!

Looking here, http://mobiles.maxabout.com/tecno/t9/8355, it seems that it's not.
Generally, if a phone comes from the factory using Android, most websites reviewing it or selling it will make it pretty obvious due to the high demand for phones with this operating system.
Unfortunately this Tecno T9 seems to be more of a regular "feature phone" that uses whatever operating system it's manufacturer designed for it.
