Help Is the Wifi Sleep Policy a Bug?

It says "Specify when to switch from Wi-Fi to mobile data". I believe "mobile data" refers to cellular data. In which case this cannot be real!

Sleep is usually associated with power conservation. Surely using wide area data is more power draining than a very local network? It takes less power to send a packet to the next table than to send it 3 miles away. Unless Wifi has some inherent design that wastes power.
