There's a GBA and/or SNES emulators you can use to play Mario Kart and other Gameboy Adv and Super Nintendo games.

Search the market. I use Gameboid.

There's also Shrek Kart HD available from Gameloft if it's available for your phone and you don't mind purchasing directly from Gameloft. I've never played it but it looks almost identical to Mario Kart.
