Is there a Snip-It app for my Tab A similar to the one for Windows 7?

I don't need/want a full page snipper. I want to be able to just snip what I've outlined/highlighted. And I don't want my snips saved to the cloud!

With a quick search it looks like there are several.

I've never used any of them, so I'd suggest trying a couple out and finding one that works best for you.
