You can just go here ( https://market.android.com/ ), and login. If you click install on an app on that website, it'll automatically install right on your phone.

If you want to install apps to your Aria from your computer you can go to this site:

https://market.android.com/

log into your gmail account and any app you click to install will automatically be installed to your phone.

If you are asking if you can install apps to your computer then no you can't. But you can download Google Chrome (Google Chrome - Get a fast new browser. For PC, Mac, and Linux) and there are apps that are similar to android apps that you can install and use.
