Is there an APP to limit bandwidth speed?

I was looking for an app to limit my bandwidth usage(*speed).
I have an HTC Desire 601 running the latest Android version.

I've been looking through Google's playstore but all I saw was either simple traffic meters (apps that just tells you how much data each app has used) or speed limiters(which refers to travelling speed while in a car nothing to do with the bandwidth), which isn't really what I am looking for.

The problem is that while I am at home my phone keeps uploading stuff(auto backup photos/videos that I do everyday), using my WiFi connection, too bad that it prevents me from using any application that requires some relevant upload usage like Skype or even online games in general that suffers from high pings due to the upload's congestion.
I had the exact same problem on PC but then I installed a very useful software that solved it by limit the upload usage/speed for certain programs by 50% of my max upload speed, I am kind of disappointed that there isn't such app for android as upload over-usage from apps its quite an everyday's problem for me.
 
I don't know of an app to do that.

My personal strategy for coping with the situation is to schedule my backup activities to occur during a period that I will certainly be sleeping, example 2AM-4AM.

Several apps allow you to schedule the time of the backup or download (example BeyondPod can be set to download at specified time).
Some apps can be set to download or backup when you launch (ex Feedme)... I use tasker to launch the apps at night.

I have some folders that I backup from my phone to a virtual storage drive on the internet. I user FolderSync for that. I think it has the ability to schedule those backups at any time of the day/week. But I use Tasker to manage that schedule also (there is a FolderSync plugin for Tasker)
 
Don't think there's an app to do that, however there may well be something you can do with your WiFi router though, to limit the bandwidth of certain connected devices, specifically the upload speeds. You'd have to check with the particular WiFi router you've got, might find it under Quality of Service or Traffic Management. Most routers do have settings in them for this.

The Android device itself will only be backing up any new content or anything that's changed, and shouldn't be continually uploading. So as @electricpete suggested, see if you can schedule the backup times, if you can't find anything in the router to limit bandwidth upload usage of connected devices.
 
I'd suggest just to follow Pete's advice. I would be the most practical option anyway. Just set your backups to occur during sleeping hours.
 
I am not exactly a professional but I've heard of the QoS before, only I have no idea of how it works.
The router's panel doesn't really helps understand how to operate with it:

Actually, there IS an app for that. It's called Bandwidth Manager by InnoStad and you can find it in the Google Play store. There is a free version so you can try before you buy the pro version. It does require root though, and I don't know if you are willing to go that route.
