Help Is there such an app that....

Without me realising, the default weather app that came with my LG G4 put the weather on my lock screen for a few seconds before fading away. Below is a link to a 15 second video I uploaded showing you what I mean. Because the weather is supposedly thunderstorm it gave my lock screen a really cool thunder effect which actually went perfectly with my lock screen picture.

My question is is there an app that puts this lightning effect over my HOME screen which has the same picture? A thunder effect would look great on my home screen.
