Two versions of "phone" in my app list. Is this normal? Neither can be uninstalled or disabled.

Normal.
One is the embedded telephony app that makes actual calls. That's fixed and irreplaceable.
The other presents the user interface - that can be replaced (see Play Store for "phone dialer") much the same way that your stock sms app can be replaced.
Some Androids give those separate names, some don't.
