Apps Is this weirdness a bug? (non-deleteable files)

I'm developing an app and testing it on my android camera (Nikon coolpix S800c). My procedure tends to be build app on desktop and make the .apk available under my web server, download the new .apk with browser on phone, and click on download to install new version. This works great, but every so often I want to cleanup the downloads, and one or two of the many copies of the .apk will be in some state where they won't delete. You can try to delete them, but they don't go away. Is there some reason something would be running that hangs on to downloaded files? Usually if I use the "Reboot" action down in settings I can delete the files following a reboot.
