there was some website require flash player for media playback, but I find my cell phone couldn't install it or use it, did it's a device issue or software issue?

if it can, how to do so? as I am always browsing website which require flash player for listening music or video playback.

https://play.google.com/store/apps/details?id=com.adobe.flashplayer - Adobe Flash Player

Some browsers are better at flash than other. I like Boat Browser, but SkyFire is probably the best for Flash, IMO.

What kind of phone do you have?

Most cheaper phones are unable to use flash because of weaker hardware.
