Issues purchasing apps in play store app

Starting today I've had a problem where I cannot successfully purchase any apps from the play store application. I can at times make purchases through the website. I called play support today and the mentioned it was a known issue. Anyone else having this problem?

The error message is-

"Your payment could not be processed at this time"

My card gets charged then immediately refunded

Update.. If I switch play store to use a different account then it seems to work. What could be wrong with my account?

I am also facing the same problem. just bought a galaxy note 2 & i am not able to purchase any apps. i getting this error-
"We couldn't complete your purchase because of a technical issue."
i will try to link my card to a different a/c & see if it works
