Welcome to Android Forums!

If you are looking to enable the java plug in in the browser, just open the browser, go to menu>more>settings and scroll down to enable plug-ins and set to always. Make sure the javascript is enabled as well.

If you are looking to run java apps natively, perhaps one of the developers in Android Development - Android Forums could help you out.
