Welcome to Android Forums, jcueto!
I think there might be some confusion here. HTC Sense UI is the 'overlay' or custom launcher that comes on HTC android phones. HTC Sync is an application you install on your PC to synchronize the content of your phone with your PC. That you can download from The HTC Website. There's a link to download the install file and instructions as well.
If you need help with that, it would be best to ask in the forum for your specific device listed on http://androidforums.com/. If you have any trouble finding it, let us know what model phone you have so we can direct you to the right place.
