Jelly Bean and Accessibility

I'm new on the forum but I wanted to know with the new operating system Jelly Bean can you use the Zoom and Talkback accessibility function at the same time. Also what Android phone hae the new operating system Jelly Bean?

A lot of devices are currently running JB. Like I know all Nexus devices have had it pushed to them. And basically all the devices released since January 2012 typically have had the update to Jelly Bean.
