Jelly Bean UI "spinner" scrolling

With some iteration of Jelly Bean came Google's latest revision to the "spinner" - that lets you scroll through various values, like scrolling through the hours/minutes to set the time for an event. Previous versions of the spinner had the number displayed with one arrow above and one arrow below; tapping or tapping-and-holding an arrow would increment/decrement or scroll the numbers continuously. Now we have to swipe instead. For me, this often means multiple swipes followed by a slow drag to get to the desired number. Infrequently, I've been able to tap-and-hold on the number immediately above or below the indicated number (where the arrows used to be) and I get the same behavior as with the arrows - the numbers scroll continuously until I release the hold. Unfortunately, this happens too infrequently for me to recognize any pattern or circumstances when this happens. Is the spinner supposed to work this way? How do I get it to work this way all the time?
