Is there and app that can stop US junk sail mail, I have heard rumors of one but I do not know what it is called.

What is sail mail?
With the Gmail app you can ascribe an email as spam and never see one from them again if that's the issue.

It's snail mail sent from overseas.

I believe PaperKarma is exactly what you're after. It lets you take a photo of the junkmail, analyzes the image to figure out where it came from, and can even take automated unsubscribe steps. I used it when it first launched with pretty good success.
