Maybe this is a dumb question but how can I get CPU 1 to be off permanently and just underclock and keep CPU 0 on?

Its not a dumb question but it doesn't require starting a thread. This question needs to be in general or in a kernel development thread.

Should ask under kernel or rom specific thread, but any kernel tuning app should suffice
